Assessment of Plans and ReportsThe NPCC decided to appoint an external assessor for the Covenant MK2 to speed the process and to provide independence when reviewing action plans and annual reports.
The NPCC worked with a consultancy that had experience in the field to develop criteria specific to each type of signatory: Industry, Industry Association, Government and Local Government. These criteria are then used to ascertain whether action plans and annual reports meet the requirements of a Signatory under the Covenant.
Shortly after the report or plan is submitted it is emailed to the assessors for review against the relevant criteria. If it is deemed to meet the requirements it will be registered and placed on this website. Signatories will then receive an email verifying this and also providing them with the completed assessment sheet from the assessor.
If the plan or report has not met the assessment criteria Signatories will be sent a letter informing them that there are revisions required. They will be provided with the assessor's comments and a list of revisions that they need to make. The Secretariat will also contact them directly to discuss the revisions and make sure that they are clear about what is required.
Some criteria are mandatory, others are there to provide guidance and ensure that signatories are addressing their Covenant responsibilities. This includes things like are the KPIs being addressed, is the ECoPP being introduced, is data being collected, are there indicators and timelines in the action plan, is improvement over time demonstrable?
Some industry assessment criteria are mandatory including that the document be clear as to which company is submitting it, what it does, who the contact officer is and what brands are owned. It should also have CEO or MD sign off.
The assessors feedback is based around the criteria and helping the Signatory to strengthen their Covenant status and what they can gain by participating. As the documents are public suggestions are often made for improvements that are in the organisation’s best interest.
The assessment process provides each signatory with independent confidential assessment and the knowledge that their documentation will be treated equally with others, allowing for their size, type of organisation and role in the packaging chain.
